Tom Windley is a Co-founder and the Chief Executive Officer of Local PT. Tom is a Physical Therapist and lifelong Delaware resident growing up in Seaford and now residing with his family in Middletown. He attended Seaford High School and then University of Delaware for both his Undergraduate degree and his Master of Physical Therapy degree.
Early in his career, Tom decided to further his education and earned a Ph.D. in Exercise and Sport Science from the University of North Carolina at Greensboro. He completed a Post-Doctoral Fellowship with the University of Pittsburgh while serving as Coordinator of the Golf Fitness Laboratory operated in Pinehurst, N.C. by the University of Pittsburgh Medical Center. After the fellowship with the University of Pittsburgh, Tom returned home to the University of Delaware to complete a Post-Doctoral Fellowship in the Department of Physical Therapy while serving as Coordinator for the clinical aspects of a five-year $1 million National Institute of Health (NIH) grant examining the most effective ways to rehabilitate athletes with injury to the anterior cruciate ligament.
Tom has authored or co-authored 9 peer-reviewed scientific publications, 16 professional abstract presentations, and two book chapters. His research findings have been presented before national conferences, including the American Sports Medicine Institute’s Injuries in Baseball Conference, the American College of Sports Medicine’s annual conference, Massachusetts Institute of Technology’s Better Golf Through Technology Conference, the American Physical Therapy Association’s Combined Sections Meeting, and the National Athletic Trainer’s Association’s annual meeting and clinical symposium. He has been interviewed by national publications including the New York Times, Golf Digest and New Living Magazine; and by regional and local TV stations. Dr. Windley has served his community on multiple local boards and as a local youth sports coach in basketball, baseball, and softball.
In 2007, Tom returned to the private sector to open a new out-patient Physical Therapy group starting in Middletown, Delaware with his friend and clinical mentor, Pat Williams. After building the business together over the next 15 years, Tom retired from the group to take time with his family.
During retirement Tom’s passion for helping Local PTs grow their opportunities in their career only magnified. Together Tom and Wayne Woodzell founded Local PT in September 2024 as a place where experienced and highly qualified Local PTs and professionals could have an opportunity to grow professionally through providing excellent care to their local community members. Local PT Partners are the Directors and Owner-operators of the clinics they practice in every day. Local PT currently serves the greater Dover, Delaware region, and will begin serving the Exton, Pennsylvania community in November of 2024.
Tom and his wife, Jen, are both native Delawarean PTs and “Double Dels” who graduated from University of Delaware’s Master of Physical Therapy program together. Jen is a practicing Physical Therapist at a Local PT in Dover. The Windleys live in Middletown, Delaware where they have raised their three children. Tom’s passion is spending time with Jen and their children. They love to boat, fish, spend time at the beach, and cheer on their favorite sports teams. Tom is a passionate Phillies, Eagles, and Sixers fan and has been blessed to have the opportunity to coach his children in many of their sports endeavors.
